Thank you for your budget idea. We at the Translation Handling Initiative have been working regularly for over a year on a voluntary basis on the points you mentioned (and more) and now have an increasingly clear idea of the direction the system should take.
Involving the community was just as much a part of the process as examining the current state of the system. We are in regular contact with the core development team and coordinate our goals accordingly.
We are also currently planning to summarize all our findings in a formal concept. A budget application has already been submitted to the TYPO3 Association.

Do I understand correctly that the work and findings of the Translation Handling Initiative will be used in this budget request and the work will be carried out together with the Initiative team?
Yes, we will compile the initiative’s latest findings and compare them with a set of other CMS (open-source and vendor-oriented). We will describe current industry standards and how the use cases relate to typical client setups. Additionally, we hope to propose possible steps for the upcoming releases to the related teams. As the scope has been reduced, we might not need the requested budget in full.
